Sie entscheidet selbst, wofür sie Geld ausgibt, wer hier arbeitet, welche Fachbereiche ausgebaut werden, wie die Studiengänge aussehen, die Gebäude ausgestattet sind etc. Die Wahlen sind wichtig, aber die Orientierung oft schwierig.
